[Bug]: Windows installer reports failure being able to close Command Code despite it not running

Reproduction steps

BTW, I still can't select Windows in the OS template dropdown (!)

1. Run the install script on Windows to update
2. Installer runs on Windows

Expected behavior

It just installs

Actual behavior

Pop-up appears saying it failed to close Command Code. I can select something like try again, but that does not help.

I checked Task Manager, nothing is running, there.

I also manually started Command Code GUI; then the installer successfully closed that window, but still later reported the same problem again, so did not install successfully.

Will try whether an OS reboot can help here, but not sure...

This still happens after a reboot and with the 0.1.9 installer. The installed version of Command Code is 0.1.1.
