BUG: If transparency effects are not enabled at startup then enabling them during runtime has no effect on acrylic backdrop

• I have checked that this issue has not already been reported.

• I am using the latest version of Flow Launcher.

• I am using the prerelease version of Flow Launcher.

Problem Description

if you have the window setting "Transparency effects" disabled at startup of flow launcher, then acrylic effects will not work even if you enable it again while flow is running.

If you launch flow with the setting already enabled then everything works fine.

Ideally we can fix the program to react properly at runtime, though if that's not possible we could suggest a restart if its not working.

To Reproduce

1. Disable "Transparency effects" in windows settings
2. Start flow launcher (not just open window but start the process itself)
3. Enable acrylic backdrop effect and matching theme
4. Enable "Transparency effects" in windows settings

In this case probably best to just suggest a restart unless there's some cleverer solution
