Automatic calculation of meteorological parameters used for Cryospheric Commission website

Currently the meteorological parameters for the [Website of the Cryospheric Commission](https://naturalsciences.ch/organisations/ekk) stored in the tabel _cryospheric_commission.data2d_ are calculated manually using Excel sheets.

The calculation of the data should be migrated from the Excel to views in the schema _cryospheric_commission_.
