Port voice-memos over to using the revised app-shell base

https://github.com/googlechrome/voice-memos could be rewritten to use the refreshed base we've created here. Some things we'll need to add back:

• the Model/Store system it used?
• Router factoring in delays (per Router needs to allow for delays #28)
