This is new items/blocks plugin. The plugin is very ambitious and some plugins have started to support it. His file storage system is somewhat similar to IA, i.e. there are namespaces.

Any update for this? Because craftengine ultra strong plugin for custom blocks and would be great have an option to create blockbreack or blockplace quests with custom blocks
