Struggle with daytime zombie spawns ignoring torches 1.20.1

Is it possible with this mod to make zombies spawn on the surface during daytime while respecting torches?
The only way I can seem to get zombies to spawn with incontrol is through the use of norestrictions command. However this means that torches are effectively ignored and setting a minlight rule in the spawner.json does not help as the spawner.json needs to use the norestritions which overrides all other code.I understand that what i am asking seems counterintuitive, but I am hoping there may be an answer I am over looking.

Note that with norestrictions the rules that are in "when": "onjoin" are still respected so you can use minlight and minlight_full there to do whatever check you need
