Make a test Jig for an axis

Test jig needs to contain an aligned encoder board, motor, and magnet and needs to not become a part of another robot.

The spring-pin board needs to be created so these can be checked as fast as checking the dyio. Once the spring pin board is created, assign it to kent to build the jig.
