Schemes with AI states that are below IP

While adopting the RILIS database for the new format, two schemes stuck out that show transitions to just below the IP that are labeled AI. These are likely Rydberg states, but needs to be confirmed. The schemes are:

• Pu-2 submitted by Katerina
• Np-1 submitted by Sebastian (w/ reference!) (see note below and Update Np-001 note #73)

For Np-1, the reference clearly states that this is an AI state. The state is at 50533.310 cm^-1. NIST has the IP at 50535 cm^-1, Grotrian at 50536 cm^-1, so it seems like this is not an issue with the IP(?). The reference does not state what they assumed the IP to be.

For now, we could simply add a note about this to the "Notes" section in the spectrum and leave the transition unlabeled.
