`VirtualPadTargetScreen`s and `VirtualPadAnalogButton`s don't work

Tested with melonDS, unbound the TouchX/Y axes from the mouse and the Virtual Pad still didn't work. The buttons and Mic Volume slider worked. edit: I swear I saw the input display change with the slider on 2.11.1, but CNR.
VirtualPadAnalogStick seems to work (tested with Ares64).

These controls work... if you have never had the corresponding input axes bound to a controller or mouse at any point. That's because previously set axis values "stick" when the binding is removed instead of being cleared like buttons are.

And they never work when you are actively providing a value via key bind due to #4535.
