[genomic_browser] Build column filled with + and - inconsistent with its filter

1. Go to 'Genomics' -> 'Genomic Browser'
2. Go to the 'SNP' tab
3. Verify the following inconsistency exist

Either this column should display the build values (e.g., GRCh37) to match the filter, or it should be renamed to Strand, since + and - represent the positive and negative DNA strands.
