add cloudflarer

cloudflarer is an R wrapper around the Cloudflare REST API (v4). It provides authenticated request helpers, response unwrapping, paginated list collectors, and a generic cf_request() function so you can call any endpoint, including ones the package does not wrap yet.

Hey! Thanks for this. I'd say its closest to 2. CloudFlare has a lot of endpoints that would also encompass 3, but in general I think 2 is the best fit in general.
