API Builder V1: Workflow status strip (assistive, non-blocking)

Goal
Add visual guidance without forcing wizard navigation.

Scope

• Step strip: Source -> Shape -> Rules -> Route -> Output -> Publish
• Per-step status counters
• Click step to focus related controls

Acceptance Criteria

• Strip reflects selected row completeness
• User can ignore strip and still complete flow quickly

Resumed #495 and implemented the assistive workflow strip in API Builder on branch feature/add-api-builder.

Completed:

• Added non-blocking workflow strip with steps:
  • Source -> Shape -> Rules -> Route -> Output -> Publish
• Added per-step completion detail/counters (selected fields count, filter count, route readiness, publish/saved status).
• Added click-to-focus behavior: clicking a step scrolls to that section in the editor.
• Added section anchors for source/shape/rules/route/output/publish sections.

Validation:

• npm run build passes (existing repo-wide warnings only).
