iOS worker empty-unpack: package.json missing after successful upload (same fingerprint sometimes works)

Worker unpacked the monorepo and ran install in /Users/expo/workingdir/build/apps/ios.

From ~10:56 AM ET, workers fail in ~12s with:
package.json does not exist in /Users/expo/workingdir/build/apps/ios

Same fingerprint 15a4b7fc both empty-unpacked (ccb8848b) and reached Xcode signing (65f26d95, 6ccdf0f9).

Reproduced with eas-cli 22.0.0 (not machine eas 21.6.0). eas build:inspect contains package.json. EAS_NO_VCS=1 upload 660KB:

set projectRootDirectory to . and still failed package.json does not exist in /Users/expo/workingdir/build after PREPARE_PROJECT ~203ms.

Please check whether today's workers are downloading/extracting an empty project archive for this app. Related: #3529 (truncated project.tar.gz -> same missing package.json symptom).

Also: Expo status today -- EAS Submit degraded (iOS ASC uploads hanging, Aug 18 09:25 PDT).
