keys for circle ci pushes

These steps are needed to allow circle jobs to put to govcms/satis as the final (or near to final) workflow automation for satis. I can't do these they need higher perms.

1. make sure govhosting has push access to govcms/satis
2. create a new private/public key pair.
3. add the public key to govhosting account in github, call it “push access to govcms/satis for CircleCI or something (if it’s possible to label it)
4. Add the private key to Circle CI https://circleci.com/gh/govCMS/satis
5. Provide Si with the “ssh fingerprint” which looks like “56:f3:3f:51:c3:8f:b3:75:01:90:6e:26:48:e7:48:e1"
