Add GL backend for general purporse rendering alongside to Vulkan

Can GL backend be implemented alongside to Vulkan? Unfortunately, yserver does not run on Intel hd 4000, for example. Thank you.

This is an architectural change, and not an immediate priority. We'll see when we get there.
