Lock Declarative Projects in the UI

Projects that were defined declaratively should be (optionally) locked / readonly, to keep constant parity with circus.toml

Ideas for what I mean by this...

• Removal of the Delete Project Button and Add Jobset Buttons (Removing Add jobset, I personally see as less of a big deal) for declared projects.
• If a project or it's jobsets are modified in the declarative projects section, circus should automatically update to reflect this... update could be on service restart... or alternatively some other mechanism that is able to pick up that a declarative project has changed, and reload it.

  e.g. A project is removed from the configuration.toml, it should then be removed from circus.
  A jobset is added to a project in configuration.toml, it should be automatically added in circus.

This is reasonable, but I'll make it togglable so you can use the module as the bootstrap. Declarative projects will be immutable while the toggle is off (default)
