When you try to compile it sass, you get the following warning:

Deprecation Warning [if-function]: The Sass if() syntax is deprecated in favor of the modern CSS syntax.

Try to compile it with sass

I have not found a workaround

Is this a regression?

Yes. This used to work, but now it doesn't.
