ci: Generate OCI images for timeless-api and whatsapp apps

It would be great if we publish all images to the OCI registry.

We had an organization at quay.io called timeless. I would like to have the following image names:

• quay.io/timeless/timeless-api:<commit-hash>
• quay.io/timeless/whatsapp:<commit-hash>

All commit to the main branch must trigger the process to build and publish the OCI image to quay.io. Later we can work with tags, but for now, let's do it simple.
