Can't claim USB device [04d8:d004]@0/0: Entity not found

i have followed every step. i keep getting this error. i have even strayed off the path and tried using nut-scanner to change the ups.conf. i can provide anything asked i just want the UPS i paid 120$ for to work with my computer
