Expose instance CPU platform attribute in instance create form and details page

With oxidecomputer/omicron#8728 landed in R17 and the remaining work landing in R18, we'll want to expose CPU platform as an option in the console.

This may depend on oxidecomputer/omicron#9078 and oxidecomputer/omicron#9079.

As I mention in #3076, and as Angela mentions above, this is blocked by Omicron's 9078 and 9079, and those don't yet have an associated milestone.

As discussed in the 2026-03-09 Product Eng Sync meeting, until oxidecomputer/omicron#9078 and oxidecomputer/omicron#9079 are in, we're going to remove this issue from our milestones. Once those are in, we'll prioritize it.
