Fix ext/soap

soap_qname_crash.phpt builds a string larger than 2GB, which a 32-bit
address space cannot reliably hold, but its skip guard keyed on
PHP_INT_SIZE, which is 8 where zend_long is wider than size_t. Key it on
PHP_SYS_SIZE instead. It failed with an out of memory error on
LINUX_X32_INT64.
