even though my system supports cgroups. In fact, the problem is that it supports both versions of cgroups:

TestSkip_CgroupsVersionfails on Ubuntu 22.04.4 on WSL2:even though my system supports cgroups. In fact, the problem is that it supports both versions of cgroups:
skip.CgroupsVersiontreats v1 and v2 as mutually exclusive. Is that the intended behavior?
