Switch off of L4T Base images #64

Proposal

If I understand correctly, NVIDIA is no longer publishing L4T Base Docker images with the last one having been published in 2023: https://catalog.ngc.nvidia.com/orgs/nvidia/containers/l4t-base

I think it's now preferred to use L4T CUDA images

CUDA 12 / L4T 36 / Jetpack 6
CUDA 11 / L4T 34-35 / Jetpack 5

There's also L4T Jetpack, but the images are much larger

Use-Case

It would be great if this made it possible to run the latest Ubuntu LTS and thus ROS 2 Jazzy on a Jetpack 6 host
