ci: run biome ci in the test workflow - #222

Lint and format issues in src/ were only caught locally, so a stale Biome install could hide them (see #221). Run the same check in CI. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
