Problem
The win32 (x86) embeddable Python distribution does not expose stdlib C extensions (
_socket.pyd, ...) to pip's isolated PEP 517 build subprocess (which runs underpython -I, so the embed directory is not onsys.path). On Python 3.14 this breaks two things on x86:setuptools>=82— eagerly importsjaraco.text→jaraco.context→urllib.request→http.client→socket→_socketat module load, sosetuptools.build_metacannot be imported inside pip's isolated build env (BackendUnavailable).pyyaml's in-tree_pyyaml_pep517backend. PyPI has no cp314 win32 wheel for pyyaml, so pip falls back to the sdist and hits the same failure.The x64 (amd64) embed Python is unaffected.
Fix
All changes are gated on
ARCH=x86so the x64 build keeps its original flow:setuptools<82in the main env (build-constraints.txt).PIP_CONSTRAINTso the pin propagates to isolated PEP 517 build envs created by pip.--no-build-isolationfor the three local installs (azure-cli,azure-cli-core,azure-cli-telemetry).pyyamlwith--no-build-isolation(Cython already ships a cp314 win32 wheel), so the subsequentrequirements.py3.windows.txtinstall finds pyyaml already satisfied.Notes
pyyamlships a cp314 win32 wheel (tracked at [RFE] Publish wheels for Python 3.14 yaml/pyyaml#888 by @bebound). Until then, x86 MSI builds on Python 3.14 require it.Testing Guide
