Problem

The win32 (x86) embeddable Python distribution does not expose stdlib C extensions (_socket.pyd, ...) to pip's isolated PEP 517 build subprocess (which runs under python -I, so the embed directory is not on sys.path). On Python 3.14 this breaks two things on x86:

  • setuptools>=82 — eagerly imports jaraco.textjaraco.contexturllib.requesthttp.clientsocket_socket at module load, so setuptools.build_meta cannot be imported inside pip's isolated build env (BackendUnavailable).
  • Any sdist whose backend imports setuptools — e.g. pyyaml's in-tree _pyyaml_pep517 backend. PyPI has no cp314 win32 wheel for pyyaml, so pip falls back to the sdist and hits the same failure.

The x64 (amd64) embed Python is unaffected.

Fix

All changes are gated on ARCH=x86 so the x64 build keeps its original flow:

  1. Pin setuptools<82 in the main env (build-constraints.txt).
  2. Set PIP_CONSTRAINT so the pin propagates to isolated PEP 517 build envs created by pip.
  3. --no-build-isolation for the three local installs (azure-cli, azure-cli-core, azure-cli-telemetry).
  4. Pre-build pyyaml with --no-build-isolation (Cython already ships a cp314 win32 wheel), so the subsequent requirements.py3.windows.txt install finds pyyaml already satisfied.

Notes

  • This workaround can be dropped once pyyaml ships a cp314 win32 wheel (tracked at [RFE] Publish wheels for Python 3.14 yaml/pyyaml#888 by @bebound). Until then, x86 MSI builds on Python 3.14 require it.
  • This PR is a no-op on its own (x86-gated and embedded Python is still 3.13.13 until the version-bump PR lands). It is intentionally landed before the 3.14 version bump so the x86 MSI build will not regress when the bump is merged.

Testing Guide

  • x86 MSI build on Python 3.14 should succeed (will be exercised once the embedded Python version bump PR lands).
  • x86/x64 MSI builds on Python 3.13 should be unchanged.
