Keep all 21 resources tag helpers in their existing custom resource files, together with the fallback implementations. Remove obsolete issue 58747 references: these methods are retained for GA API compatibility, not as a temporary generator workaround. Cover all six tag-helper signatures and null-argument validation for each resource. Keep this custom-code-only commit separate from generated SDK changes so it can be reapplied after regeneration.
