Adds a poetry-lock-update composite action (mirrors pre-commit-autoupdate): runs poetry update --lock under a POETRY_SOLVER_MIN_RELEASE_AGE cooldown and opens a PR with the poetry.lock diff. Consumed by oct2py's weekly lock-update workflow.
