Add Gitea repository sorting and enhance WebUI

Summary

• Add --repo-sort and --repo-order for Gitea scans of all accessible repositories, supporting alpha, created, updated, size, and id, with updated/desc defaults.
• Enhance the local findings WebUI with live elapsed time, initial zero-count cards, and clearer empty states.
• Add configurable browser notifications with a high-verified default threshold, a None option, and handling for queued notifications when the threshold changes.
• Expand the scanning and configuration documentation.
