Summary:

Add Apache-2.0 license metadata to the root and CLI package manifests, matching the repository LICENSE.
Mirror the metadata in package-lock.json package entries.

Validation:

node package metadata assertion
npm pack --dry-run --json --ignore-scripts at repo root
npm pack --dry-run --json --ignore-scripts in packages/cli
git diff --check
