Summary of changes
Clarify existing LLM benchmark criteria and correct the
analyze-azdo-buildskill and failure-pattern guidance.Reason for change
Evaluations in #9471 produced judge false positives. The separate agent-setup evaluation in #9474 also exposed unsupported answers claiming snapshot comparison never ran without identifying the failing test. The judge sometimes excused those claims because the answer later suggested verifying the order.
Implementation details
Test coverage
YAML and diff checks passed. Verified that the suite retains its original 17 case IDs and that validation configuration matches the PR base.
Other details
Changes are limited to repository instructions and benchmark calibration.
