Summary of changes

In OTLP export mode, when no sampling rule or rate is configured, keep traces with the Default mechanism (_dd.p.dm=-0, priority 1) instead of treating them as kept by a user rule (_dd.p.dm=-3, priority 2).

Reason for change

OTLP mode skips AgentSamplingRule (the Agent never sends rates there), which also removed the "keep everything, Default" fallback. To compensate, the global sample rate was defaulted to 1.0 in OTLP mode, so every trace looked like a user-rule decision.

Consequences of -3 / priority 2 for services that configured nothing:

  • Traces are dropped by the tracer: user-rule decisions go through the 100 traces/s rate limiter, so services above that rate lose traces.
  • Wrong attribution in the backend: apm-processing (SpansIngestionReasonResolver) maps priority 2 + -3 to ingestion reason rule, so these services appear to have a local 100% sampling rule.

Other tracers already use a dedicated default sampler in OTLP mode instead:

  • dd-trace-go: otelParentBasedAlwaysOnSampler (AutoKeep, samplernames.Default)
  • dd-trace-java: ParentBasedAlwaysOnSampler (SAMPLER_KEEP, SamplingMechanism.DEFAULT)

Implementation details

  • New OtlpDefaultSamplingRule (matches every trace, rate 1, mechanism Default), registered by ManagedTraceSampler in OTLP mode. Datadog mode still uses AgentSamplingRule.
  • Removed the OTLP-only 1.0 default in MutableSettings.BuildSampleRate. As a result, the manual API's GlobalSamplingRate returns null in OTLP mode when nothing is configured, as in Datadog mode.

Test coverage

  • New ManagedTraceSamplerTests (Datadog and OTLP modes): no rules → Default, AutoKeep, no limiter; DD_TRACE_SAMPLE_RATE set → LocalTraceSamplingRule, UserKeep.
  • Updated MutableSettingsTests.GlobalSamplingRateWithOtlpTracesExporter.
  • Updated the OTLP snapshots (-3 → -0, priority 2 → 1, no _dd.rule_psr/_dd.limit_psr/_dd.p.ksr).

Other details

Follow-up to #9498. The 1.0 default came from #8211.

🟡 Changes recommended

Existing OTLP integration snapshots still expect the previous sampling metadata and must be updated before merging.

What changed in this PR

Corrects the managed tracer’s OTLP sampling fallback so unconfigured traces use the Default mechanism without a rate limiter, rather than appearing as user-rule decisions.

Changes:

  • Adds an always-keep default rule for OTLP while preserving Agent sampling for Datadog export.
  • Removes the implicit global sampling rate of 1.0 in OTLP mode.
  • Adds sampler tests and updates configuration expectations.
File Description
tracer/test/Datadog.Trace.Tests/Sampling/ManagedTraceSamplerTests.cs Tests default and explicit-rate sampling behavior.
tracer/test/Datadog.Trace.Tests/Configuration/MutableSettingsTests.cs Expects a null global rate when unconfigured.
tracer/src/Datadog.Trace/Sampling/ManagedTraceSampler.cs Registers the default fallback for OTLP.
tracer/src/Datadog.Trace/Sampling/DefaultSamplingRule.cs Defines the always-keep Default sampling rule.
tracer/src/Datadog.Trace/Configuration/MutableSettings.cs Removes the OTLP-specific global-rate default.

Benchmarks

Benchmark execution time: 2026-10-27 19:04:24

Comparing candidate commit 7d38596 in PR branch anna.yafi/otlp-default-sampling with baseline commit 6d182cd in branch master.

📊 Benchmarking dashboard

Found 0 performance improvements and 0 performance regressions! Performance is the same for 72 metrics, 0 unstable metrics, 12 known flaky benchmarks, 114 flaky benchmarks without significant changes.

Explanation

This is an A/B test comparing a candidate commit's performance against that of a baseline commit. Performance changes are noted in the tables below as:

  • 🟩 = significantly better candidate vs. baseline
  • 🟥 = significantly worse candidate vs. baseline

We compute a confidence interval (CI) over the relative difference of means between metrics from the candidate and baseline commits, considering the baseline as the reference.

If the CI is entirely outside the configured SIGNIFICANT_IMPACT_THRESHOLD (or the deprecated UNCONFIDENCE_THRESHOLD), the change is considered significant.

Feel free to reach out to #apm-benchmarking-platform on Slack if you have any questions.

More details about the CI and significant changes

You can imagine this CI as a range of values that is likely to contain the true difference of means between the candidate and baseline commits.

CIs of the difference of means are often centered around 0%, because often changes are not that big:

---------------------------------(------|---^--------)-------------------------------->
                              -0.6% 0% 0.3% +1.2%
                                 | | |
lower bound of the CI --' | |
sample mean (center of the CI) -------------' |
upper bound of the CI ----------------------'

As described above, a change is considered significant if the CI is entirely outside the configured SIGNIFICANT_IMPACT_THRESHOLD (or the deprecated UNCONFIDENCE_THRESHOLD).

For instance, for an execution time metric, this confidence interval indicates a significantly worse performance:

----------------------------------------|---------|---(---------^---------)---------->
                                       0% 1% 1.3% 2.2% 3.1%
                                                  | | | |
       significant impact threshold --------------' | | |
                      lower bound of CI --------------' | |
sample mean (center of the CI) --------------------------' |
                      upper bound of CI ----------------------------------'
