Done. Here's what was changed to adopt Babel 8:

babel.config.cjs — removed all options dropped in Babel 8:

  • @babel/preset-env: removed loose, bugfixes, useBuiltIns: 'usage', corejs, exclude (the polyfill excludes moved to babel-plugin-polyfill-corejs3)
  • @babel/plugin-transform-runtime: removed useESModules (Babel 8 now uses package.json#exports automatically); added moduleName: '@babel/runtime' to prevent babel-plugin-polyfill-corejs3 from redirecting Babel helpers to the missing @babel/runtime-corejs3 package
  • @babel/preset-react: removed useBuiltIns, loose, corejs, useSpread (all removed; runtime: 'automatic' is now the default)
  • Added babel-plugin-polyfill-corejs3 with method: 'usage-global' to replace the removed useBuiltIns: 'usage' from preset-env

jest.config.js — added an explicit transform entry that resolves babel-jest from the project root. Without this, jest-config resolves its own bundled babel-jest which uses @babel/core@7, causing Babel 7's AST to be traversed by Babel 8 plugins and breaking const enum handling.

Build and tests pass (remaining test failures are pre-existing manifest-download issues unrelated to this change). Commit: ee5f14a
