Enable OTel Logging by default for all supported pipelines

Description

Phase 2 of replacing Fluent Bit with OTel Logging.

Now, for every pipeline, we evaluate if the configuration is supported, and unless experimental_otel_logging: false is supplied, we use OTel instead of Fluent Bit.
