…GITHUB_TOKEN (#320) release-please-action defaulted to the built-in GITHUB_TOKEN, so the release PR it opens (#319) never triggers other workflows -- per GitHub's own docs, "events triggered by the GITHUB_TOKEN will not create a new workflow run." ci.yml's pull_request checks never ran on #319 as a result. Reuses the same GitHub App (TOKEN_APP_ID/TOKEN_APP_INSTALLATION_ID/ TOKEN_APP_PRIVATE_KEY) the old semantic-release job minted a token from, so the release PR is opened/updated by an actor GitHub treats as external -- this is release-please-action's own documented fix for exactly this gotcha (see "Other Actions on Release Please PRs" in its README).
