In most cases, this is the same as the code and abbreviation, except for the Delegation to the Conciliation Committee which has the code "CODE" and the EP identifier "LEGI". The legislative observatory uses the latter, which is why the `ProcedureScraper` failed when scraping https://oeil.europarl.europa.eu/oeil/en/procedure-file?reference=2013/0072(COD)

Wait, actually I’m not sure which code would be correct. Other procedures use
The procedure about air passenger rights is the only one that has LEGI as the responsible committee. All other 3rd reading procedures use CODE. However, LEGI is the only "recent" procedure:
