Summary

Prepare lm_util for public use under the LogiMentor GitHub organization.

This PR turns the migrated utility repository into a public-facing VHDL library with licensing, documentation, CI, self-checking simulation tests, and a local vendor synthesis smoke-test flow.

Main Changes

• Add Apache-2.0 licensing and public repository metadata.
• Add GitHub Actions CI running the fast VUnit regression with GHDL.
• Reorganize simulation files under sim/ and keep self-checking VUnit testbenches.
• Normalize public naming/style, including C_LM_* constants and LogiMentor headers.
• Remove legacy generated/publication files and old GitLab CI configuration.
• Add docs/user_guide.md with:
  • library usage and instantiation examples;
  • module reference and key generics;
  • simulation and synthesis compile examples;
  • local vendor synthesis flow.
• Add local vendor synthesis smoke runner under tools/synth/ for Vivado, Quartus, and Diamond.
• Add configurable synthesis cases for SRL, CDC, reset, and clocking-sensitive modules.
• Fix lm_util_delay_srl boundary behavior when g_delay = g_srl_depth.
• Add VUnit coverage for SRL delay edge cases around 31/32/33 depth.

Validation

• GitHub Actions CI is green on public-ci-bootstrap.
• Latest CI run: 27473168458.
• Local Vivado smoke checks exercised the new vendor synthesis runner:
  • clock_mux_2: passed and generated utilization/timing reports.
  • delay_srl_31x8_depth32: passed with SRL inference.
  • delay_srl_32x8_depth32_boundary: passed with SRLC32E/SRL inference.
  • delay_srl_33x8_depth32: currently blocked by the local Vivado installation missing internal unimacro_vhdl.tcl; the case remains useful to catch tool/environment issues.

Notes

Vendor synthesis is intentionally local-only. Tool paths, FPGA parts, and enabled targets are configured in tools/synth/local.toml, which is ignored by Git. The versioned files are the runner, example config, and synthesis case definitions.

Generated simulation and synthesis outputs remain ignored (vunit_out/, vendor_synth_out/, local Vivado logs, etc.).
