Summary

Teach the generated docs-website branch to synchronize global and version-level Fern announcements without allowing one release channel to overwrite another. Treat the documentation in main as the dev version instead of latest.

Related Issue

No issue required: this is a localized documentation notice and publishing synchronization fix.

Changes

  • Rename the source Fern version from latest to dev, mark it beta, and use a channel-neutral source logo link
  • Keep public compatibility redirects pointed at the stable latest route
  • Leave announcement content out of this PR so version-specific messages can be prepared on their respective source branches
  • Copy each source version announcement only to the channel currently being synchronized
  • Ensure Release Dev cannot change latest and Release Tag cannot change dev
  • Synchronize the top-level global announcement during dev refreshes, including removing stale generated announcements when source configuration removes them
  • Support a one-time latest synchronization from a v0.0.116 maintenance branch to add the final-alpha and migration notice to the already-published release
  • Document global fallback and version override behavior
  • Cover announcement propagation, removal, channel isolation, and legacy snapshot updates through unit and full synchronization tests

Testing

  • mise run pre-commit passes
  • mise run test:docs-website passes, 26 tests
  • mise run docs passes with 0 errors and 3 existing warnings
  • E2E tests added or updated, not applicable to documentation publishing configuration

This PR does not publish production documentation. After merge, Release Dev can synchronize a development announcement only to dev. Updating the already-published v0.0.116 latest announcement remains a separate, explicitly dispatched synchronization and publish operation.
