docs(skill): document app_create template-based creation + bump 0.6.6

Summary

Documents the server-side app_create template option (OutSystems/rd-ai-ase-toolkit#175): the Apps bullet in all three lockstep skill files now says apps can be created blank by kind, or cloned from the standard application templates (Web, Mobile, MobileUI, Agent) the ODC Studio new-app wizard uses. Bumps the dual manifests to 0.6.6.

Notes

• Lockstep verified: the changed bullet is byte-identical in SKILL.md, skills/outsystems/SKILL.md, and kiro/outsystems/steering/skill.md (grep-count 1 in each).
• Kept domain-level per the skill philosophy — aliases, UUID form for custom tenant templates, the no-library-template rule, and the Agent post-clone caveat live in the server's tool description (source of truth via tools/list).
• Version: bumped 0.6.4 → 0.6.6 assuming docs(skill): guide a descriptive publish message + bump 0.6.4 -> 0.6.5 #33 (0.6.5) merges first — merge after docs(skill): guide a descriptive publish message + bump 0.6.4 -> 0.6.5 #33 and after the server change (rd-ai-ase-toolkit#175) is deployed, so the skill never advertises a parameter the server rejects.
