Move `import requests` to module level in manifester.py to fix PLC0415 violations. Migrate ruff config from deprecated top-level format to lint.* sections. Update remapped rule codes (TRY200->B904, TRY302->TRY203). Increase max-branches to 20 to match max-complexity. Apply ruff format to all files. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
