This PR cherry-pick 1 upstream fix regarding I2C DW driver + enable pm device capabilities to the driver.
It allows device reconfiguration upon wake-up and use of I2C driver after deep-sleep on siwx91x SoC.

This adds optional clock control support to the i2c_dw driver. The
support currently assumes that the clock control binding uses clkid for
the clock cell name.

DNM please

Add PM device initialization to enable use of the driver with the PM
device policy. This allows the driver to be reconfigured when the power
domain is turned on.

Set the 'power-domains' property for the I2C node and enable automatic
runtime PM device management with 'zephyr,pm-device-runtime-auto'. This
allows the I2C peripheral to properly integrate with power management
policies, ensuring it is controlled according to the state of the
associated power domain.
