[timepoint_list] Reactify leftover pages

Brief summary of changes

• Replaces the remaining Timepoint List Smarty templates with a TypeScript React entry point.
• Serves candidate, action, and visit information as JSON from the existing module.
• Preserves candidate details, permissions, visit links, translated labels, imaging status, BVL status, and empty-state behavior.
• Removes the unused Timepoint List control panel class and retired Smarty templates.
• Adds the Timepoint List webpack and Makefile targets while keeping generated bundles ignored.
• Updates integration coverage for the React-rendered page.

Testing instructions

• Sign in and open http://localhost:8080/587630/.
• Confirm the candidate summary and list of visits load correctly.
• Confirm visit status, dates, imaging status, BVL information, registered user, and language are displayed.
• Open a visit and confirm it navigates to the correct Instrument List session.
• Test the Create time point, Candidate Info, and View Imaging datasets actions.
