fix: Move get-actor-list out of the default actors category - #1465

get-actor-list overlapped with search-actors in every default session. It now sits in no category (UNCATEGORIZED_TOOLS, temporary) and is served only when named in `tools=`. Since 0.17.0
get-actor-listwas in the defaultactorscategory). It overlaps withsearch-actorsfor "find my Actor" requests and it was published without proper evals (my bad)This is a temporary solution until we have evals for the tool; then it goes back into a category.
