Obsolete required build status check may block pull requests

Summary

The repository appears to require a status check named build, but the current GitHub Actions workflow no longer reports a check with that name.

The former .github/workflows/dotnetcore.yml workflow defined the following job:

jobs:
build:

The current .github/workflows/cross-platform-build-test.yml workflow instead defines the matrix job build-and-test and reports these checks:

  • Build & Test (.NET 10) (windows-latest, Release)
  • Build & Test (.NET 10) (ubuntu-latest, Release)
  • Build & Test (.NET 10) (macos-latest, Release)

No check named exactly build appears to be produced.

Observed impact

The current matrix workflow completes successfully for:

However, these pull requests still appear to be waiting for the expected required check build.

This may not be limited to contributor pull requests. Dependabot PR #1042 is also open and mergeable and has successful Windows, Ubuntu, and macOS matrix jobs.

Other Dependabot pull requests currently have genuine CI failures as well, so this issue is not intended to claim that every open Dependabot PR is blocked solely by the obsolete check.

Requested review

Could someone with repository administrator permissions please check the branch protection rules or repository rulesets for main?

Possible solutions would be:

  1. Remove or replace the obsolete required build check with the current checks.

  2. Add a stable, non-matrix aggregate check named build that succeeds only after all required matrix jobs succeed.

It may also be worth checking the workflow path filters. A required check produced by a path-filtered workflow can remain expected when the workflow is not triggered for a pull request.

    Additional timeline finding

    I investigated the workflow history further and found an additional detail that may help narrow down when the repository configuration became inconsistent.

    The cross-platform matrix workflow was introduced on April 24, 2026. At that point, the former .github/workflows/dotnetcore.yml workflow still existed in parallel and continued to provide a job named build.

    On May 7, 2026, commit 57a36681a41707f582d9b1ed6e1dc10b91c34f6d removed .github/workflows/dotnetcore.yml. The current matrix workflow remained, but it only reports the platform-specific Build & Test (.NET 10) checks and no longer produces a check named exactly build.

    However, Dependabot PR #1063 was created after that removal and was still successfully merged on July 10, 2026. Its workflow run also only contained the Windows, Ubuntu, and macOS matrix jobs.

    This suggests one of the following:

    1. The required build status check was added or re-enabled after July 10, 2026.
    2. PR Bump OpenTelemetry.Extensions.Hosting from 1.15.3 to 1.16.0 #1063 was merged using an administrator bypass.

    I cannot verify the historical branch-protection or ruleset configuration through the available API access, so this is an inference based on the repository and workflow history. However, it may help narrow down when the required-check configuration changed.
