fix: Use File.path instead of short_path in .bat command

File.short_path for external repo files (e.g. the uv binary) gives
only the filename within the repo root, not the exec-root-relative
path. The Args object resolves Files using File.path, so match that
to fix 'cannot find the path' errors on Windows.
