Add projects/bell-stack as a separate personal-assistant application with its own Eve agent, Next interface, configuration, and documentation. It imports the sibling Browsie package for browser tools, session lifecycle, Contexts, 1Password access, Linq, and human handoff instead of copying the Browsie application.
The interface supports conversation URLs, follow-up messages, cancellation, human-input replies, and requested browser screenshots. One Eve conversation owns one persistent browser. The local file dependency requires building projects/browsie's shared library before installing Bell. The dependency lockfile accounts for most added lines.
This PR is based on bell-stack/shared-runtime. Baselayer merchant access is added by the next PR. Stripe Link CLI and Visa checkout remain follow-up work. Production authentication and durable storage still require configuration; this reference is for a single local demo operator.
Validation: independent frozen-lockfile install using the built Browsie package; 4 projection tests; TypeScript; zero-warning lint; Eve and Next production compilation. Generated cookbook documentation, structural verification, and all 66 repository tests passed. The local 1Password desktop SDK connection returned healthy, and Bell loaded its account configuration and shared vault tools. No saved passwords were retrieved and no website login was attempted. Live Linq was not tested.
