Introduce a new feature flag 'web-access-tools' (default off) to enable built-in WebFetch/WebSearch for coding agents. Updates include: appsettings.json default, FeatureFlagConstants, PythonService environment variable CELBRIDGE_WEB_ACCESS_TOOLS, and agent_launcher logic to gate --tools/--allowedTools and adjust launch messaging. Tests added to cover both flag-on and flag-off behaviors. Also includes an updated Python wheel asset.
