Improve the cmake flag configuration

The cmake file needs some improvement.

It should add;

• Add -Wimplicit-fallthrough=0 if it is supported on non-Windows
• Add -Wno-attributes if it is supported on non-Windows
• Add /std:c++latest on Windows.
