Add TropiBot attestation dispatch workflow

Summary

• Add an attestation workflow triggered by TropiBot repository dispatch
• Wire Lodestar defaults into the reusable staking attestation workflow
• Avoid duplicate push or pull_request triggers

This CI runs on a real DAppNode using the same RPC calls a user would make to configure a staker setup: execution client, consensus client, web3signer, MEV-boost, and relays.
