ci: re-pin PR Hygiene and wake it on a hand-over

Pins the caller to engine 81514a4 and adds the two pull-request events a hand-over produces.

A pull request can be assigned to somebody who then says they read it — the engine counts that — but assigned/unassigned started no run, so the state only caught up on the next unrelated event. The engine change behind it keeps ownership with whoever wrote the code: being handed a pull request no longer exempts an area from needing an approval, and an unresolved thread from whoever holds it is still an objection.
