Document the archived webhook UI Victor confirmed was missing after #9311:
Dismissible warning banner on Account settings → Webhooks
Archived badge in the status column
Tooltip explaining cause and reactivation
Restructure the page so it’s easier to read:
Short :::info callout keeps only the deactivation rule (1,000 failures / 7 days) with a link down
New ### Deactivated webhooks section holds the UI description + reactivation steps (UI, REST API, Terraform)
